We bring extensive experience across equine, council, and custom fencing projects, and our innovative approach ensures every design is functional, safe, and effective. Our team works closely with clients throughout the entire process—from layout and design to handling permits, sustainability planning, and QHSE (Quality, Health, Safety & Environment) management.

All materials are carefully hand-selected by Matt and Hugh, tested for quality, safety, and sustainability, and supported by a trusted supplier network that gives us the flexibility to deliver cost-effective, well-scheduled project outcomes.

Owner

Matt grew up working in his family’s fencing business. From a young age, he learned the importance of a strong team culture and running a successful business. With those values in mind, he founded Ballarat Rural Fencing (BRF) – a team of skilled, passionate fencing professionals.

Matt’s favourite part of owning his business is fostering a strong team culture where hard work and a sense of community lead to outstanding results.

Under his leadership, BRF has grown steadily, completing a wide variety of successful fencing projects across Victoria.

Matt Jarmain - Owner

Owner

Matt grew up on a farm in rural Victoria, spending his spare time on horseback. A respected member of the Polocrosse community, he went on to represent Australia at the highest level.

These experiences shaped his strong team values and deep respect for animal welfare – principles that continue to guide his approach to livestock fencing today.

Hugh Armstrong - Site manager

Hugh Armstrong

Site Manager

Hugh brings deep knowledge of livestock and agriculture. With a diploma in horse management and firsthand experience as a horse owner, he understands what it takes to keep animals safely fenced.

His background in large-scale construction and earthmoving informs his key role in training and mentoring the BRF team. A perfectionist at heart, Hugh takes pride in every job done right.

Marc Keur - Site manager

Site Manager

Marc joined BRF in 2020 and has quickly become a key part of what we do. Growing up in the Netherlands he finds doing nice work rewarding and has a great attention to detail.

He can’t leave something if it’s not spot on.

Phill chandler - Skilled fencer

Phill Chandler

Skilled Fencer

Phill cut his teeth as a bricklayer, becoming qualified and then picking up fencing later on. He joined BRF in 2022 and hasn’t looked back.

Phill has a great work ethic and most importantly brings fun and joy to the jobsite!

Darcy Rose - Skilled fencer

In late 2024, Darcy finished year 12 and joined the team. He’s been a great inclusion.

He has a strong interest in the mechanical and auto electrical field to which he brings great skills to the job.
